National Environment Management Authority (NEMA)

The Environmental Management and Coordination Act No. 8 of 1999 (EMCA) established the National Environment Management Authority (NEMA), which serves as the main government tool for putting environmental policies into action. The environment in Kenya was degrading, there were growing social and economic disparities, and there were 78 sectoral laws addressing different aspects of the environment when the EMCA 1999 was passed. All of these factors had an adverse influence on the environment. Harmony in the nation’s environmental management was the primary goal of the EMCA 1999’s enactment.

The UNEP, UNDP, and DANIDA are just a few of the development partners with which the Authority collaborates closely. NEMA was established in 2004 and has followed the State Corporation (performance contracting) Regulations, 2004 legal notice No. 93, by implementing three strategic plans and engaging in performance contracting. These regulations compel, among other things, the Boards of Directors of state corporations to enter into performance contracts with the government, which serve as a benchmark for their regular evaluations.

Open Positions and Description:

1. Director Legal Services

Responsibilities:

  • Giving the Authority legal counsel and making sure environmental issues are included into laws and policies at all levels.
  • Assuring adherence to the ideals and principles of good governance, transparency, accountability, ethics, and integrity; as well as ensuring accountability and responsible management of resources and assets.

Qualifications:

  • A Bachelor of Laws (LLB) degree or its equivalent from an accredited university.
  • A master’s degree in law (LLM), environmental law, or a comparable degree from an accredited university.
  • Kenya School of Law Post Graduate Diploma in Law.

2. Deputy Director Internal Audit

  • Creating, putting into practice, and evaluating the Authority’s audit management systems.
  • Creating yearly work plans for the department and making sure audits are properly organized and carried out.
  • A bachelor’s degree in finance or accounting, or a degree comparable from an accredited university.
  • A master’s degree in accounting or finance, or a degree comparable from an accredited university.

3. Senior Principal Internal Audit

  • Helping to create yearly work plans to guarantee the efficient planning and execution of audits.
  • Directing risk assessment and creating policies for management.
  • Section III of the Certified Public Accountants (CPA) Test or a credential equivalent from an approved school.

4. Senior Principal ICTO

  • Putting the Authority’s ICT plans, strategies, and policies into practice;
  • Reevaluating and redefining the broad standards set by the Authority for ICT services, software, and hardware;
  • A bachelor’s degree in any of the following fields, with a preference for information communication technology: computer science, mathematics, statistics, physics, information technology (IT), or any other field relevant to ICT.
  • A certificate in any of the following fields: – Cisco Certified Network Associate/Network+ (CCNA/N+) or Microsoft Certified Systems Engineer/Microsoft Certified IT Professional (MCSE/MCITP).

5. Compliance/Environmental Officer

  • Coordinating records of decisions and comments from EIA reviews.
  • Answer questions from the proponents and maintain the registries and documents related to the licensing regime.
  • A bachelor’s degree in any of the following fields: community development, biochemistry, natural science, chemical engineering, biology, environmental studies, engineering, management of the environment, and/or science.

6. Environmental Research Officer

  • Gathering, compiling, evaluating, and displaying environmental data or information.

7. ICT Officer

  • Evaluating, creating, testing, coding, putting computer applications into operation, and offering user assistance.

8. Corporate Communication Officer

  • Putting together trade shows, exhibits, and public events.

9. Legal Officer

  • Carrying out legal research and formulating legal recommendations regarding Authority-related policy issues.

10. Supply Chain Management Officer

  • Keeping an eye on the application of current supply chain management rules, regulations, and practices.

11. Strategy & Planning Officer

  • Taking part in the creation of the annual work plan, performance contract, and
  • Gathering and evaluating information from field offices, directorates, and departments to enable performance reviews.

12. Supply Chain Management Assistant

  • Ensuring that suppliers’ deliveries of goods meet the appropriate or necessary quality standards.
  • A Purchasing and Supplies Management Diploma or Higher Diploma, or a comparable degree from an accredited school, is required.

13. Environment Assistant

  • Obtaining and sending reports for environmental audits (EA) and impact assessments (EIA).
  • Proficiency with software for computers.
