This action aims to make sure that sustainable access to and appropriate use of health commodities that are safe, effective, inexpensive, and of high quality are provided by strengthening systems and offering operational support. Approval for this post is pending USAID award.
Open Positions and Description:
1. Chief of Party – 1 POST
Specific responsibilities
- Provide strategic guidance, management, and leadership in order to accomplish the project’s goals, objectives, and targets;
- Oversee the execution of the program, offering the technical vision, approach, and strategic direction;
- Oversee the consortium’s members and the project crew;
- Represent the project to the MOH and USAID, making sure that all activities are fulfilling the expectations of clients and stakeholders, that outcomes are being proactively shared, and that lessons learned are being shared and taken into account for ongoing improvement;
- Assure adherence to USAID operating policies and regulations as well as the terms of the grant;
Qualifications:
- A minimum of 15 years of relevant professional experience, or a master’s or advanced degree in public health, supply chain management, institutional development, business management, finance, or a similar discipline;
- Managing USAID or other donor-funded programs in underdeveloped nations for a minimum of ten years. Candidates with significant senior-level management expertise, experience overseeing intricate supply chains, and relevant technical assistance project management in low- and middle-income nations as well as for USAID will be given preference;
- A minimum of five years’ experience overseeing pharmaceutical management initiatives and/or supply chains, especially in low- and middle-income nations;
2. Deputy Chief of Party – 1 POST
RESPONSIBILITIES
- Establish the project’s overarching supply chain direction and create pertinent success metrics;
- In accordance with the overarching technical direction, supervise and efficiently manage the execution of the technical supply chain activities and components and project deliverables;
- Assist the project’s technical team by supervising and guiding the technical supply chain.
- Plan project work and make a significant contribution with the Chief of Party;
- Oversee the preparation of the donor report;
- function as a member of the senior management team for the project and oversee a group of workers to carry out the project;
- Make that all long- and short-term advisors, subpartners, consultants, and employees have supervisory and accountability mechanisms in place. Oversee and evaluate the performance of senior staff.
- In order to guarantee mechanisms and procedures for thorough and flexible program monitoring, learning, and evaluation, collaborate with the MEL Director.
- Verify adherence to USAID operating policies and regulations as well as the terms of the grant; and
- Act as the project’s principal representative with USAID and other partnering agencies on all practical, administrative, and financial issues pertaining to the project in the absence of the COP.
QUALIFICATIONS
- A minimum of ten years of relevant professional experience or an advanced degree in public health, supply chain management, institutional development, business management, finance, or a related discipline;
- Eight years or more of experience overseeing programs in poor nations sponsored by donors, such as USAID. Those having significant professional expertise managing large-scale, intricate supply chains and/or overseeing technical assistance programs for health supply chains in low- and middle-income nations will be given preference;
- A minimum of five years’ experience managing pharmaceuticals and the supply chain, preferably in low- and middle-income nations;
- Proven ability to manage high-performing supply chains and possess firsthand knowledge of innovations and best practices;
- Practical understanding of and/or expertise with enhancing product availability, visibility, supply chain efficiency, and risk mitigation strategies;
- Demonstrated ability to lead a team and complete complicated, large-scale USAID projects on schedule and under budget;
- Outstanding abilities in stakeholder management and communication; and
- Fluency in both written and spoken English (native or equivalent).
3. Monitoring, Evaluation & Learning (MEL) Director – 1 POST
RESPONSIBILITIES
- Create and execute a thorough M&E framework for the program, which should include a Theory of Change, Quality Assurance Surveillance Plan, and MEL plan;
- Create and keep an eye on clearly specified M&E indicators; make sure data is examined, used, and given to the top management team for CLA methods during program implementation;
- Ascertain the functional roles for M&E within the Activity team and the support provided by district health offices for data administration in order to enhance reporting and data comprehension;
- Act as the center of attention for M&E and collaborate with the technical and communication teams to develop plans that will guarantee reliable reporting and consistency in the usage of data;
- To ensure the efficacy of interventions, maintain procedures for the regular collection and analysis of data on inputs, outputs, results, and impact;
- Assist local government, the business sector, and subcontractors in locating, tracking, and reporting high-quality data while guaranteeing prompt submissions;
- Participate in the Senior Management Team, promoting the strategic vision of the Activity, guaranteeing cross-functional cooperation, and assisting with the efficient execution of operations; and
- In order to provide strategic information thinking for reports and other technical outputs, review and synthesize data with the technical team.
QUALIFICATIONS
- A master’s degree in population sciences, epidemiology, statistics, public health, international development, or a related field;
- Ten years or more of relevant experience working in a technical capacity on international health programs in Africa, with at least five of those years spent on complicated projects sponsored by USAID;
- Demonstrated practical knowledge of MEL techniques and data utilization for projects/programs involving technical support and service enhancement, preferably in the pharmaceutical or supply chain industries;
- Shown leadership when collaborating with other technical MEL and research experts both internationally and inside the host nation;
- The capacity to adapt data gathering strategies to local requirements, passions, and capacities;
- Capacity to communicate MEL findings to stakeholders that lack technical expertise and spark enthusiasm in using MEL data and findings for programmatic enhancements;
- Strong supervisory and managerial background is necessary; and
- Excellent written and spoken English communication skills are necessary, especially when it comes to data.
