The planned Tanzania Social and Behavior Change (SBC) Activity will have general leadership and managerial guidance from the proposed Chief of Party (COP). Meet the various managerial needs of the activity and assume technical and managerial accountability for all personnel, budgetary and expenditure matters, and activities.
Act as the main point of contact for the Activity with the Tanzanian government, other donors, USAID/Tanzania, and important stakeholders. accountable for ensuring that the Activity is carried out without a hitch and for handling issues and difficulties that may come up while performing. In charge of making sure the Activity is finished on time, under budget, and that all reports and other program deliverables are delivered accurately and on time. This role, which is based in Dar es Salaam, is subject to funder clearance and grant to FHI 360.
Accountabilities:
- In charge of developing, promoting, and upholding fair and safe work conditions for all employees, including procedures for protecting project participants and a culture free from harassment and violence.
- In order to address the social and behavior change needs of health (family planning/reproductive health (FP/RH), maternal, newborn, child, and adolescent health (MNCAH), the Global Health Security Agenda (GHSA), HIV/AIDS, malaria, and other specific health areas), as well as other development sectors, provide overall leadership and expertise in the development and implementation of SBC approaches and interventions.
- Take the lead in fostering coordination, cooperation, and communication between parties involved in and outside of the health sector.
- In close collaboration with the Tanzanian government and USG partners, oversee the overall planning, execution, and monitoring of all operations to make that the goals and objectives are realized within funding constraints and in a timely and economical manner.
- Utilize internal and external resources as necessary to ensure adherence to donor requirements and guidelines, as well as technical quality standards.
- In order to ensure excellent coordination and collaboration, oversee/manage partnerships.
- function as the main point of contact and coordination for the team and local stakeholders, such as USAID, partners in implementation, the Government of Tanzania, and other important parties.
- Lead a group of senior technical and program management project employees, and make sure that there is excellent coordination and communication between each team member.
- Oversee the creation and execution of annual work plans for the activity, and give staff direction and training to help them meet activity objectives.
- Assume leadership roles within the project team to ensure that plans and priorities are clear and to foster productive teamwork.
- supports direct reports’ professional growth and performance management, providing them with career guidance, coaching, and continuous feedback.

Education:
- A bachelor’s degree in public health, international development, communication/behavior change social sciences, or a closely connected discipline, or its international equivalent. A master’s degree is highly recommended.
- A certification in project management (PM) is preferred.
Experience:
- 12+ years of relevant expertise, including 8+ years in line management, in the planning, execution, and administration of complex, strategically-focused, nationwide public health programs.
- Strong knowledge of and track record of advising, supporting, and supplying technical help to Tanzanian government agencies, non-governmental organizations, and civil society organizations (NGOs/CSOs), as well as private sector businesses, ideally in the SBC space.
- Shown knowledge and expertise in multi-sectoral SBC, both inside and beyond the health sector.
- Knowledge of USAID funding parameters and related reporting requirements as well as rules, regulations, and policies.
- Familiarity with USG health and other Tanzanian development programs.
- Shown initiative in bringing together various stakeholder groups to secure pledges and action toward common objectives.
- Shown leadership abilities and a track record of establishing and preserving fruitful working connections with a broad range of institutional partners and stakeholders, such as host governments and foreign funding organizations.
- A proven track record of inspiring teams to accomplish project objectives.
- Demonstrated expertise in capacity building, personnel development, and strategy planning.
- Employment history with NGOs.
- Preferably, management of a project financed by USAID.
- Outstanding written and spoken communication abilities in English; a bonus if you can also communicate well in Kiswahili.
- Capacity to oversee a high-volume workflow independently.
