Jesuit Refugee Service (JRS)

JRS is a collaborative effort between the lay and religious sectors and is an organization of the Catholic Church, specifically the Society of Jesus. The Jesuit Refugee Service provides direct personal presence assistance to refugees, internally displaced people (IDPs), and other displaced people. Jesuit Refugee Service (JRS) provides direct, human service that frequently exposes clients to the hardships and constraints of life as a refugee. This may entail hard physical labor, stressful work environments, and scarce resources. By being there, we support those who have experienced the realities of displacement brought on by natural or artificial disasters, devastating inequality in the political, economic, ethnic, and social realms, as well as hatred and hopelessness.

General Purpose of the Position

The Program Officer and the Assistant Program Officer collaborate closely. All areas of programming in the nation will be coordinated and supported by the Assistant Program Officer, who is stationed in Kibondo, Tanzania. Planning, carrying out, and assessing the national program will fall under his or her purview, working closely with the country director. In addition, they will be in charge of creating and enhancing the requirements assessment as part of the multi-year plans, looking for new financing sources, evaluating the projects’ quality objectively, and putting in place a particular program for refugees. To further the objectives of JRS Tanzania, the Assistant Program Officer will cultivate fruitful and productive partnerships with important stakeholders.

Responsibilities:

  • Overseeing and updating project planning for every project in Tanzania
  • Create a detailed report on high-quality donations and keep lines of communication open.
  • Using a multi-sectoral approach, organize and oversee the needs assessment process according to themes, populations, and/or territories. Then, present the Country Director with creative project ideas.
  • Contribute to the strategic planning of upcoming projects’ programming.
  • By suggesting creative or pertinent actions, you can improve the coherence and caliber of the ongoing projects.
  • The needs assessment should be formalized and combined into internal idea notes, or guidance notes.
  • Engage in the process of negotiating new funding agreements.
  • Serve as a point of contact with the financing partners of JRS Tanzania.
  • Ensure positive relationships with JRS partners and other relevant parties, such as the UNHCR, donors, and religious organizations.
  • Regularly assess ongoing initiatives, either in accordance with the terms of the contract or on the basis of
  • Support and validate the orientation of budget preparation and project spending review in close coordination with the Human Resources team and Assistant Finance Officer.
  • Assist with and verify the accuracy of narrative reports and financial reporting in compliance with contractual requirements, working together with the assistant finance officer.
  • As the person in charge of their preparation, the Project Director is responsible for producing narrative reports and budget follow-ups. You should support and validate the quality of these reports in accordance with the contractual requirements, paying particular attention to the donors’ needs, format, and deadlines.
  • Under the Program Officer’s direction, assist the Project Director in carrying out his duties in technical areas to guarantee donor compliance.
  • Together with the assistant finance officer, track project cash flow and make sure it complies with donor requirements.
  • Make sure that the expenses are properly distributed across the various donors and budget lines or categories.
  • Make that the mapping of operating costs and salaries is adhered to.
  • Coordinate the creation of the monthly financial reports and budget projections with the Assistant Finance Officer.
  • Give the Project Director advice and direction on technical implementation difficulties, such as making sure that approved chronograms are adhered to.
  • Participate in tender attribution committees, keep an eye on the logistic activities, and ensure that they are following the JRS logistics policy. You can also examine the logistic documentation.

Quality Assurance

  • Examine and enhance the abilities of the project manager and the personnel involved in the projects.
  • Create formal pathways for field teams to develop their capability based on recognized skill gaps.
  • Examine the ToRs’ quality and the projects’ adherence to their financial and narrative proposals. Make creative action suggestions and make sure the activities are properly tracked and assessed.
  • The approval of the Terms of Reference for activities, after consulting the Program Officer.
  • Communicate with the finance and compliance departments at the Regional Office in particular.
  • Make routine field visits to verify that implementation is carried out in compliance with the activities’ ToR.
  • Assist in hiring program and project personnel while maintaining quality control and following JRS policies and procedures.

Knowledge & Experience:

  • practical expertise in emergency preparedness and development program/project design, execution, monitoring, and assessment.
  • A minimum of three (3) years of experience working for a reputable UN agency or humanitarian NGO in program management and/or operational research.
  • Expertise in budgeting, preparing proposals, tracking and evaluating projects, and providing financial and narrative data.
  • Excellent familiarity with Microsoft Project, Pack Office, Word, Excel, and Outlook.

  • English is necessary for speaking, writing, and reading.

Duration: 1 year.
