Seeking highly qualified candidates for various District Program Lead roles, based in Geita, Tanzania, ICAP at Columbia University, a global health leader housed inside the Columbia University Mailman School of Public Health in New York City, is looking to fill these positions.

Under the direction of the Field Implementation Manager, the District Program Lead (DPL) is in charge of the ICAP services and activities at the relevant council. In conjunction with the Council Health Management Team (CHMT), s/he is in charge of all ICAP staff that supports the council level and provides technical leadership and oversight of all ICAP-supported programs and services, including overseeing implementation, monitoring, and evaluation (M&E) of key program priorities and reporting on activities under district level sub/service agreements.

Responsibilities:

  • At the council level, take the lead and supervise the creation, execution, oversight, and reporting of program workplans and other implementation activities supported by ICAP.
  • Make ensuring that project resources are used effectively and that donor and governmental restrictions are followed.
  • Oversee program employees within the relevant council.
  • Engage in a strategic discussion on project-related matters with council officials.
  • Provide technical assistance (TA) to the District Medical Officer (DMO) and District AIDS Control Coordinator (DACC), Council Health Management Team (CHMT), and supported health facilities in planning, implementation, monitoring, and reporting of the identified gaps. Actively participate in and collaborate with CHMTs to conduct needs assessments relevant to ICAP’s scope.
  • To optimize the effect of ICAP’s programmatic operations in the council, identify, engage, and encourage strategic collaboration with new and existing partners in HIV and related services.
  • Develop and manage subgrantees and service agreement plans and budgets in collaboration with the subawards and subcontracts officials. Ensure that resources are allocated, utilized, and complied with donor and governmental requirements.
  • Conduct program audits for subs and CHMTs in coordination with the compliance team to guarantee efficient use of project resources.
  • Assist in the timely gathering and reporting of data on national HIV services and programs, and work with the M&E team to support the strengthening of the relevant M&E systems.

Qualifications:

  • MD/MBBS, PhD/doctoral degree in a field related to public health, or Clinical Officer/MPH with substantial expertise in leading HIV/AIDS clinical programs
  • Program management certification and/or training is an extra benefit.
  • Four years minimum of experience providing public health services or initiatives
  • An further benefit is having prior experience working on PEPFAR projects. o At least three years’ experience in developing, implementing, managing, and conducting progress and evaluations for HIV or associated clinical and public health programs and services
  • Implementing continuous quality improvement (CQI) with prior experience is a bonus.
  • Two years minimum of experience in comparable projects directly managing and overseeing at least five employees
  • Exceptional proficiency in both written and spoken Swahili and English
  • Familiarity with the internet and common computer programs including Microsoft Word, Excel, and PowerPoint
