The Evangelical Lutheran Church in Tanzania (ELCT) is a faith-based organization registered on 19th June 1963 with Headquarter offices at Arusha. The mission of the ELCT is to provide holistic care to all people. The management and leadership oversight is provided by the ELCT Secretary General assisted by four Deputy Secretary Generals (DSG) – including the DSG for Mission and Evangelism, DSG for Social Services and Women’s Works, DSG for Planning and Development and DSG for Finance and Administration.
The Directorate of Health and Diakonia of the ELCT HQ is currently implementing a 5-year USAID funded OVC Project called Kizazi Hodari (Brave Generation) Northeastern Zone (KHNEZ) Project in nine regions of Dodoma, Singida, Arusha, Kilimanjaro, Manyara, Tanga Geita, Mwanza, and Mara.
To provide overall leadership and management of Procurement unit including supporting the procurement processes for goods and services as per ELCT and USAID guidelines. The overall work will align with the established goals, priorities, time limitations, funding level, or other specifications as per USAID and ELCT policy guidelines.
Responsibilities:
- In order to support the USAID Kizazi Hodari (Brave Generation) Northeastern Zone project, assist, manage, and oversee the procurement team.
- Observe the procurement-related policies, procedures, and regulations set forth by ELCT and USAID.
- Review the procurement policy on a regular basis to make any necessary adjustments.
- Verify the accuracy of all supporting documentation and approvals by reviewing procurement transactions.
- Establish, carry out, and supervise the appropriate monitoring and control of the USAID Kizazi Hodari (Brave Generation) project procurement processes. This includes organizing RFQ, ITB, or RFP; receiving quotations, bids, or proposals; evaluating them; and negotiating specific contract conditions in strict accordance with ELCT and USAID procurement guidelines.
- Keep a record of all contracts, and make sure that all contractors and procurement contracts are managed as best as can be using supplier and contract performance management in comparison to predetermined standards.
Qualifications:
- It is necessary to have an advanced degree, ideally in finance, business administration, supply chain management, procurement, or a similar profession.
- A member of the Tanzanian Procurement and Supplies Technical Board (PSPTB) and a Certified Procurement and Supply Professional (T). A minimum of six years of management-level expertise leading procurement strategies, putting policies and procedures into operation, and delivering complex environments, programs, and services under USAID rules and regulations.
- Significant knowledge of procurement procedures and best practices, a track record of inspiring, managing, and growing a procurement team, and familiarity with collaborating with zone offices across project areas are all prerequisites for adequate experience in strategic procurement under USG rules and regulations. sufficient familiarity with Google Suite, Microsoft Office, and/or its updated versions as office software.
- It is extremely ideal to have personnel supervisory experience in procurement along with the ability to form productive connections and work as a team at all levels, both with suppliers and within the project. Capacity to provide appropriate advice Senior Project Management.
- Robust results-oriented approach bolstered by pertinent procurement expertise needed to provide value to the project.
- Demonstrable experience in the workplace as a head of procurement, procurement manager, or senior procurement officer.
- It’s crucial to have the capacity to work under pressure and pay close attention to correctness and detail.
