In order to ensure effective implementation, monitoring and evaluation, continuous quality improvement (CQI) implementation, and reporting of HIV testing and HIV prevention services in the relevant district council, at ICAP the Prevention & HIV Testing Services (HTS) Officer collaborates with and supports the HTS (including HIV recency testing) & HIV prevention portfolio.

This includes accelerating index testing, optimizing PITC, social network testing, HIV self-testing, DREAMS, linkage case management, KVP, and PrEP services. Under the direction of the District Program Lead and in concert with other ICAP personnel, R/CHMTs, and supported facilities, s/he is in charge of the field implementation, coordination, and reporting of all HTS & HIV prevention programs in the designated district council.

Responsibilities:

  • Help with the planning, carrying out, monitoring and evaluation, data utilization, CQI, reporting, and recording of HTS and HIV prevention initiatives.
  • Assist in putting into practice efforts to meet major national, donor, and program priorities, such as focused PITC, accelerated index testing, linkage case management, PrEP, and DREAMS services in compliance with national regulations.
  • Assist CHMT members and support facilities with the design, execution, monitoring, and evaluation (M&E), and reporting of HIV and HTS preventive services.
  • Work together with CHMT to evaluate and carry out programs that address the lack of resources and expertise in HTS and HIV prevention services through CQI, supportive supervision, mentoring, and on-the-job training.

Qualifications:

  • A medical degree (MD, MBBS, or equivalent) or a bachelor’s degree in public health, epidemiology, biostatistics, or a related field is required education.
  • Technical Requirements: A minimum of three years of professional experience in the HIV sector, with expertise in HIV testing, HIV prevention, and critical and vulnerable populations worked with.
  • Experience collaborating with HIV programs funded by PEPFAR is preferred.
  • Fluency in English and excellent written and verbal communication abilities are prerequisites.
  • Strong computer abilities (at least competency with MS Word, PowerPoint, Access, and Excel; desirable familiarity with statistical software like SAS and SPSS).
  • Capacity to offer districts and facilities first-rate technical support.
  • Capacity to collaborate with a varied group.
  • Capacity for self-directed work with little direction and excellent problem-solving abilities.
