For the next USAID-funded Tanzania Strengthening the Capacity of Local Organizations Activity, Pact is looking for a Finance and Operations Director. This project is expected to last five years, and the employee will work out of Dar es Salaam, Tanzania. This job is subject to approval.
Responsibilities:
- Assure monitoring, safety and security, and compliance with the overall operational contract for the project’s implementation.
- Make that all necessary clearances are received and that the money spent complies with Pact policy, award-specific requirements, and donor restrictions.
- Adopt strategies to mitigate fraud and make sure that systems and procedures are put in place efficiently to help carry out the project.
- Establish, create, maintain, and update policies and processes for the overall management of the finance and compliance program and its associated operations in collaboration with Pact DC departments. The goal is to encourage cost effectiveness and adherence to all applicable laws and regulations.
- Make ensuring that all financial records and reports are accurate, set up and offer guidance, and oversee project funding.
Qualifications:
- Either a bachelor’s degree in business administration, finance, or accounting and eleven+ years of relevant experience, OR a master’s degree in business administration, finance, or accounting, or an equivalent, plus nine+ years of relevant experience.
- A minimum of nine plus years’ experience overseeing the financial and administrative tasks of donor-funded projects with comparable scale, complexity, and scope. Working knowledge of USAID-funded initiatives is necessary.
- Five years minimum of expertise in financial compliance and progressively higher level supervisory experience, directly overseeing personnel in the areas of administration, finance, and/or operations.
- Proven management and/or administrative expertise with USAID-funded projects of a comparable scale, scope, and complexity.
- Experience in activity financial management that can be demonstrated, including financial controls and audits, reporting on accruals, budgeting, pipeline, and the validation and payment of expenses to subrecipients and service providers.
