The anticipated Tanzania Social and Behavior Change (SBC) Activity’s financial and administrative facets, such as budget creation and monitoring, prime award compliance and monitoring, sub award management, procurement, and logistics, will fall under the purview of the proposed Director of Finance and Administration (DFA).
The finance staff’s activities are overseen by the DFA. evaluates and accepts suggestions for financial planning and control while giving the executive management team pertinent financial data. creates and oversees audits of internal finances. creates an official reporting mechanism to inform management and regulatory compliance organizations of the findings of audit operations. offers technical advice and leadership to ensure adherence to Sarbanes-Oxley (SOX) regulations. chooses, trains, and assesses staff to guarantee the function runs smoothly. headquartered in Dar es Salaam.
Accountabilities:
- Lead the project’s operations, finance, and administration, taking charge of accounting, logistics, sub-award management, general administrative procedures, and financial management.
- Create and uphold clear and effective fiscal and accounting control processes for the project’s operations, subaward, and financial components.
- Verify that the financial and operational systems are in accordance with FHI 360 policies and procedures, USAID guidelines, grant specifications, and Tanzanian government legislation.
- Create, evaluate, and oversee program budgets; keep an eye on and track commitments and outlays in relation to the allocated funds.
- Oversee the project procurement procedures.
- Regularly advise senior leadership on issues pertaining to finances and operations.
- As required, offer technical support to regional partners on financial reporting and compliance.
- Create and send USAID quarterly and annual financial and accrual reports.
- Participate in the creation of superior work
Education:
- A bachelor’s degree in accounting, finance, management, or a related field, or its equivalent internationally. A master’s degree is highly recommended.
- A certification in project management (PM) is preferred.
Experience:
- Requires at least eight years of experience in financial management, with at least three years of that experience in line management.
- Proficiency with USG cost guidelines, rules, and regulations; ability to use these in project planning and decision making.
- Proven track record of assisting and collaborating with project technical team to guarantee optimal resource use and precise cost accounting.
- Demonstrated expertise in risk assessment and subgrant management.
- Exceptional proficiency with Excel spreadsheets and computerized accounting systems.
- Outstanding track record of timely and accurate reporting to donor organizations.
- Understanding of commonly used accounting, budgeting, and fiscal control guidelines.
- Demonstrated expertise in creating and overseeing substantial budgets.
- Expertise developing community-based organizations’ and implementing partners’ financial management capabilities.
