HESLB Diploma Loan Guideline
For the Academic Year 2024–2025, all applicants for diploma loans must adhere to the following guidelines:
- Read this guideline and adhere to the application requirements for the 2024–2025 academic year;
- Make sure the Form Four Index Number you enter on loan application matches the one you used for college admissions;
- Make sure the application form is properly signed by the parties to the agreement.
- The Commissioner for Oaths, the applicant’s guarantor, and leaders of local government authorities;
- Before sending the online loan application form to HESLB, make sure it is properly completed and signed;
- Make sure that all birth and death certificates have been validated by the Zanzibar Civil Status Registration Agency (ZCSRA) or the Registration, Insolvency and Trusteeship Agency (RITA);
- To verify birth information, applicants who were born outside of the country need get a letter from RITA or ZCSRA. In order to verify the information submitted, applicants whose parent(s) passed away overseas should also get a letter from RITA or ZCSRA;
- Make sure the application form has the correct bank account information filled up. It should be mentioned that the applicant’s name needs to match the data provided by the Bank.
- It is recommended that mobile phone users provide their National Identity Number (NIN) and mobile phone number when applying for a loan.
- The deadline for loan applications is strictly enforced for all applicants.
Opening of application window
The loan application window for the Diploma level for the 2024–2025 academic year will commence with consideration for the intakes in March and October. The October window will be available from June 1st, 2024, through August 31st, 2024.
Eligibility Criteria:
The Board has established broad eligibility requirements for loan applications to be taken into account upon admission to recognized institutions in compliance with the HESLB Act. The candidate needs to fulfill the following requirements:
- Must be a Tanzanian national who is under 35 years old when applying;
- must be admitted full-time to a recognized school in Tanzania that offers diploma programs at the diploma level;
- must use the Online Loan Application and Management System (OLAMS) to submit an accurate and comprehensive application;
- must not receive a formal or consistent salary from a job or contractual arrangement in the public or private sectors;
- Must have finished CSEE, Certificate, ACSEE, or other comparable programs in a time frame of no more than five (5) years, that is, from 2020 to 2024 inclusive. F or continuing diploma students, in order to go to the subsequent year of study, they must have passed the required examination, and the results of that examination must be sent to HESLB through the Loan Officer of the institution.
Loan Allocation:
- Enrolled in the priority program as described in this guideline’s Section 6.0;
- Social Economic Status as described in this guideline’s Section 3.2.
RELEVANT DOCUMENTS TO SUPPORT LOAN APPLICATION
- Birth certificate authorized by the appropriate authorities, verification number from RITA for applicants born in Mainland Tanzania, or ZCSRA for those born in Zanzibar;
- Parental death certificates attesting to the orphan status authorized by the appropriate authorities, a verification number from RITA for deaths reported in Mainland Tanzania, or a ZCSRA for deaths registered in Zanzibar;
- A letter from ZCSRA or RITA verifying the birthdate of applicants who were born outside of the country. Moreover, a letter from ZCSRA or RITA verifying the data submitted by applicants whose parent(s) passed away overseas;
- Disability Form from the District or Regional Medical Officer (DMO) attesting to the applicant’s or parents’ disability; Social Support Beneficiary number from Tanzania Social Action Fund (TASAF) attesting to the applicant’s receipt of financial aid during precollege schooling.
Loan items and Amounts to be allocated
The Board will determine how much to lend based on resource availability and need. The following expenses will be covered by loans: lodging and meals; books and stationery; tuition; special faculty requirements; research; and field practical training.
If accepted, HESLB may offer loans to cover all or some of the following:
1. Meals and Accommodation (MA)
- During on-campus instruction, the maximum amount will be determined using the calendar of the relevant school and will not exceed TZS 7,500.00 per day. The student will receive the allotted sum immediately from the provider.
2. Tuition Fee (TU)
- The Board has approved TZS. 1,200,000.00 as the maximum amount that can be awarded to each institution annually.
3. Books and Stationery (BS)
- The annual maximum amount for books and stationery expenses shall be determined at TZS 200,000.00.
4. Special Faculty Requirements (SFR)
- The maximum amount to be awarded and paid directly to the relevant institution is estimated to be TZS. 300,000.00 annually.
5. Field Practical Training (PT)
- For field practical training, the maximum sum will be determined at TZS 7,500.00 per day for 56 days per year. The student will receive the money directly.
6. Project Expenses
- The maximum amount, which will be given for project expenses for particular programs as specified by the relevant institution, shall be determined at TZS. 100,000.00 every year.
Admission and Transfers
NACTVET (for institutions under NACTVET) and MoEST (for institutions under the Ministry) will accept applications for diploma students.
If a loan beneficiary moves from one diploma program to another, within the same institution, or across institutions, the loan transfer will be carried out as soon as the appropriate authorities confirm it.
Unless the student was moved by authorities or as the Board may decide, transfers will not result in increases to the original loan amounts allotted to specific recipients.

Mode Of Application
The Online Loan Application and Management System (OLAMS) will be used for all loan applications. Applicants must use the same Form Four Index Number that they used to submit their admissions application.
The applicant MUST print the application form and Loan Agreement after completing the online loan application process. After that, get the required authentications, sign the forms, and add the required files—including pages 2 and 5—to OLAMS.
It is a reminder to applicants that they should download the proper application forms if they are under eighteen (18) or over eighteen (18).
