Responsibilities:

  • Oversees procurement activities for contracts for services and supplies items to UNICEF programs, or procures procurement services for direct delivery to governmental, non-governmental, and specialty organizations.
  • Throughout the procurement process, including but not limited to solicitation, issuance of institutional special service agreements and other contracts and long-term agreements with suppliers and contractors, is accountable for accurate performance in accordance with UNICEF’s financial rules and regulations. When necessary, coordinates with all parties involved on outstanding issues.
  • Encourage team members to develop their skills and keep a good attitude by engaging in interactive communication, which might include frequent and sporadic meetings and knowledge sharing, among other things.
  • Establishes and oversees the Annual Plan for the acquisition of products and/or services, utilizing input from Field Offices and Program Sections.
  • Offers technical support to improve the government’s supply chain infrastructure.
  • Collaboration and Partnership: Provides technical advise on procurement specifications and supply administration, works in tandem with the Programme Sections on supply planning, and offers guidance on supply requirements during the creation of the Country Programme’s supply component.

Qualifications:

  • Masters degree in business administration, management, international economics, engineering, international development, contract/commercial law, or specialization in closely related fields such as supply, logistics, purchasing, or contracting from an accredited university OR an equivalent level of education in pertinent fields (such as supply management, transportation or logistics operations/management, etc.).
  • A minimum of five years of increasingly responsible professional work experience at the national or worldwide level in supply, logistics, purchasing, contracting, administration, and/or other relevant sectors. An asset would be expertise and experience in building national and government supply chain systems.
  • Proficiency in both spoken and written English.
