On January 19, 2023, USAID/Tanzania awarded IBI a contract for the Tanzania Monitoring, Evaluation, Learning and Adaptation (USAID T-MELA) Activity. T-MELA is a four-year contract aimed at assisting the USAID Tanzania Mission with strategy- and activity-level performance monitoring, evaluation, and learning. This activity will also provide data gathering and verification, data visualization (including Geographic Information Systems), data quality assessments, impact and performance evaluations, assessments, organizational learning, and collaboration among USAID’s implementing partners and DO teams.

A Senior Data Visualization/Remapping Expert is needed by USAID T-MELA. A master’s degree in information technology, data science, statistics, geospatial science, or a similar discipline would be preferred. Editorial experience and a PhD in a geospatial-related discipline are advantages. Citizens of Tanzania are favored.

Responsibilities:

  • Create visually stunning and educational data visualization templates, including charts, graphs, maps, and interactive dashboards, using industry-standard tools like ArcGIS Pro, Tableau, Power BI, or D3.js, for each type of geomapping (such as pin, health territory, radius mapping), as well as development sector (such as health, education, economic growth, climate change, natural resource, and D&G). Creating the story to go along with the standard geo maps created for USAID and its partners is part of this.
  • Edit products and solicit feedback to refine and enhance data visualization offerings.
  • Work together with multidisciplinary teams to comprehend the goals and data needs of visualization projects.
  • Create user-friendly navigation and user interfaces for interactive dashboards while taking best practices for data visualization and user demands into account.
  • Convert intricate data analysis findings into visually engaging narratives that non-technical stakeholders may comprehend.
  • Teach TMELA team members how to do data visualization, geomapping, and dashboard design best practices.
  • Optimize data pipelines in close collaboration with the GIS specialist to ensure effective data retrieval and display.
  • Work together with the TMELA Team to build cooperative partnerships with authorities in order to obtain the information from national databases, like the NBS, that is necessary to finish visualization projects.
  • Deliver conclusions and suggestions to senior management, component leads, and important stakeholders while clearly conveying the insights gained from data visualizations.
  • Take part in activities aimed at enhancing the competence of USAID employees and their partners in TMELA Data Visualization.

QUALIFICATIONS:

  • Master’s degree in statistics, data science, information technology, geospatial science, or a similar discipline. A PhD in geographic and editorial competence is a plus.
  • A track record of success (15+ years) in dashboard design, geomapping, data analysis, and data visualization, ideally in a senior or lead capacity.
  • Experience working with donor agencies such as USAID, World Bank, UN, and INGO is highly advantageous when it comes to developing Tanzania.
  • Possess a robust portfolio displaying completed visualization projects and expertise with data visualization tools including Tableau, ArcGIS Pro, Power BI, and D3.js.
  • Strong knowledge of statistical procedures and data analysis methodologies.
  • Familiarity in managing big databases and datasets (SQL, NoSQL).
  • Familiarity with databases for humanitarian assistance, such as the Tanzania.
