By making sure the financial and grants management information systems are set up and operating, the Finance & Grants Manager will assist with program implementation. The implementation of an intra- and inter-agency fraud risk prevention, mitigation, and response plan will fall under the purview of the Finance & Grants Manager. In addition to creating consolidated financial reports for the donor, the role is in charge of receiving and evaluating reports and expenses.
To achieve the objectives of the ZMBF’s Strategic Plan, the TPM builds, leads, and supervises the program team by encouraging a strong sense of teamwork and performance incentive. Program creation, effective coordination, consolidation, technical support, and mentorship are used to achieve this. The function supervises and ensures resource mobilization, allocation and prioritization, and work plan coherence in order to carry out the ZMBF Strategic Plan. Establishing enduring relationships with more Partners and Donors is the responsibility of this role in order to effectively carry out the ZMBF program strategy.
Responsibilities:
Financial Management Systems:
- In charge of the ZMBF computerized financial systems package, managing the processing of data and transactions and offering technical assistance and instruction in data retrieval to personnel in both the finance and non-finance departments.
- For effective and timely reporting to donors and management, make sure that all project ledgers are kept current, that daily transactions are reported, and that all projects, donors, activities, and expenditure codes are appropriately reconciled.
- Oversee the distribution of monies to beneficiaries and/or partners in compliance with other regulations and payment plans.
- As needed, prepare and follow up on invoices for expenses incurred by partners or beneficiaries.
Audit Preparedness:
- Collaborating with partner organizations and the internal auditor, make sure the program is prepared for audits.
- Reconcile and follow up on any recommendations or actions included in the audit-related management letter.
- Organize audits of donors.
Donor Compliance:
- Make that the program(s) are carried out in accordance with donor policies that have been agreed upon and with compliance with grants administration and finance.
Grants Management:
- In conjunction with the Grants team, oversee the grant-making and sub-granting procedures for each implementing partner.
- Create a budget vs. actuals comparison to help the Management Team with its continuing grant review and to spot any variations in the implementation process.
- Give Senior Management status, risk, and progress reports.
Qualifications:
- Master’s degree in business administration, accounting, financial management, or a closely related discipline.
- A professional accounting degree—such as a CA, CPA, ACCA, or other comparable degree—will be advantageous.
- A minimum of six years of management experience, with three of those years spent in middle management within the finance department, in a business setting, an audit company, or an NGO with donor-funded programs.
- A strategic approach combined with the capacity to motivate, inspire, and lead in a demanding environment.
- Shown leadership, management, and oversight abilities.
- Excellent understanding of international accounting and financial management concepts and procedures.
- Outstanding interpersonal abilities and capacity for communication with a wide range of stakeholders.
- Strong ability to analyze, make decisions, and plan strategically.
