The University of California, San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Tanzania (CDC-Tanzania) to provide technical assistance on strategic information, with a focus on improving data quality, disease surveillance, and health information systems (HIS) to the Ministry of Health (MOH) for both Tanzania Mainland and Zanzibar as well as the United States President’s Emergency Plan for AIDS Relief (PEPFAR) and their implementing partners (IPs).

Through its connected worldwide NGO Global Programs, UCSF is hiring a person to fill the position of data analyst. This is a full-time, three-month post that may be extended for a further twelve months. The job is anticipated to begin on July 1st, 2024. This person will travel frequently to implementation regions from their base in Dar es Salaam.

The Data Analyst will assist with research and surveillance projects for Tanzania Mainland and Zanzibar, working under the direction of the Technical Director and Surveillance PIs. Supporting the creation and execution of research and surveillance procedures with an emphasis on the analysis of survey, surveillance, and health information data will be the responsibility of this individual.

Responsibilities:

  • Take part in the creation of field SOPs, survey instruments, training materials, and protocols for both qualitative and quantitative surveys.
  • Assist in organizing, preparing, and conducting training sessions on research and surveillance procedures.
  • Provide assistance in carrying out research and monitoring tasks, such as managing groups of data gatherers in the field.
  • Data from research and monitoring projects, such as data on recent HIV infections, should be cleaned and analyzed.
  • Combine data from the HIV program from multiple sources, such as DHIS2, the monthly portal, and CTC3.
  • Encourage the creation and composition of reports, abstracts, and publications.
  • Help the health informatics team with programmatic dashboard data validation.
  • Provide ODK data gathering instruments.
  • Additional duties as given.

Qualifications:

  • It is necessary to have an undergraduate degree in epidemiology or statistics.
  • It is necessary to have at least two years of steadily increasing professional experience dealing with data and doing data analysis.
  • It is necessary to have prior experience managing data collecting for research or surveillance projects.
  • To gather, measure, organize, and interpret quantitative data, one needs strong mathematical abilities.
  • It is necessary to have proven data analysis abilities, including command of statistical software such as SAS, SPSS, and STATA.
  • It is necessary to have intermediate to advanced Microsoft Excel understanding.
  • It is necessary to be familiar with HIV and AIDS indicators as well as PEPFAR and MOH reporting methods and systems (such as DATIM, CTC2, DHIS2, Monthly Portal).
  • Proven programming abilities for ODK data collection tools.
  • Proven track record of partnering with a range of stakeholders and organizations, including the MOH.

Skills/qualities:

  • Strong managerial and organizational abilities.
  • The capacity to multitask, prioritize, meet deadlines, and operate independently with little guidance.
  • The capacity to succinctly and clearly describe diverse information.
  • Strong communication and interpersonal abilities.
  • Outstanding proficiency with computers, especially with Word and PowerPoint.
  • The capacity to visit the nation in order to assist with project activities.
