Together with UN Women and financial assistance from the European Union Delegation, the Revolutionary Government of Zanzibar is working to assess the Gender Policy 2016–2020 and create the next one, which will be implemented in 2024–2029.

Responsibilities:

  • Evaluate the Gender Policy’s performance in relation to the established targets in terms of relevance, effectiveness, efficiency, coherence, and sustainability.
  • Determine new concerns and evidence at the national, regional, and international levels that have an impact on how policy-related activities are implemented.
  • Evaluate the effectiveness of the use of resources used to carry out policies.
  • List the successes, best practices, difficulties, and lessons discovered during the policy’s implementation.
  • Evaluate the Gender Policy’s performance in relation to the established targets in terms of relevance, effectiveness, efficiency, coherence, and sustainability.
  • Determine new concerns and evidence at the national, regional, and international levels that have an impact on how policy-related activities are implemented.
  • Evaluate the effectiveness of the use of resources used to carry out policies.

Qualifications:

  • Advanced degree in planning, monitoring, and evaluation, development studies, social science, gender and development, or related subjects.
  • A qualification in project or program management would be beneficial.
  • At least five years of increasingly accountable work experience developing policy pertaining to gender.
  • A track record of successfully directing reviews of policies and programs, ideally those with a gender focus, as well as review, assessment, and evaluation work in a development setting.
  • It is necessary to have prior experience developing the plan’s Results Framework.
  • It will be advantageous to have at least ten years of expertise evaluating policies and programs linked to human rights, women’s empowerment, gender equality, and similar fields.
  • It is advantageous to have knowledge about Zanzibar’s governance, gender equality policy development, and women’s empowerment context.
